It appears that my entire SAPI 5 Speech Synthesizer has been damaged. I have tried using the SAPI 5 repair tool and it found some missing items in the registry editor at HKEY_LOCAL_MACHINE SOFTWARE MICROSOFT SPEECH PhoneConverter and below that, some values within the English, French, and some other keys that I can't remember appear to have been deleted or corrupted. I did hit repair, however, it failed to repair. Even the default voices that came with Windows 8.1 do not work whatsoever. As such, only my Microsoft SAPI 4 Speech Synthesizer is currently working. Now, I did uninstall all of the RHVoice and ModelTalker software and voices, however, it did not resolve my problem at all.

Every other voice has no 32/64-bit issues. You can use the 64-bit version of Windows, but you will need the 32-bit version of an application to use LH Michael and LH Michelle, as seen between the difference of the 32-bit and 64-bit control panel applets here.
