My question is; some people have been saying that after they reformat their hard drive they get a different number. Is that possible? Is the serial number read by this code a hardware number or is it somehow generated by Windows such that the hard drive will have a different serial number when reformatted?

It's not a fixed serial number, like the one you can read out of IDE drives.
